Legal and Democratic Services

Legal and Democratic Services plays a central role in supporting the effective governance, decision-making and statutory responsibilities of Bolton Council. The service provides high-quality legal advice, democratic support and governance expertise across all areas of the Council’s work, ensuring that decisions are lawful, transparent and aligned with the Council’s corporate priorities.

Our Legal Services team supports a wide range of complex and high-profile work, advising on areas including governance and constitutional matters, commercial and contracts, planning and highways, property and regeneration, litigation, and adult and children’s social care. The team works closely with Members, senior officers and partners to support the delivery of key Council priorities, including major regeneration, infrastructure and transformation programmes.

The Democratic Services function is at the heart of the Council’s decision-making processes. It supports the operation of Cabinet, Council, committees and scrutiny, ensures compliance with statutory requirements, and promotes openness, accountability and effective Member engagement. The service also plays a key role in maintaining and developing the Council’s Constitution and governance framework.

We provide advice on standards and ethical governance, supporting the Monitoring Officer function and promoting high standards of conduct among Members and officers. The service also contributes to risk management and assurance processes, helping to ensure the Council meets its legal and regulatory obligations.

Working across the organisation, Legal and Democratic Services collaborates closely with all directorates to enable the delivery of services to our residents and communities. From supporting major strategic projects to advising on day-to-day operational matters, the service is integral to ensuring that the Council operates effectively, lawfully and in the public interest.
