Our Values and Behaviours
Supporting our Bolton 2040 Vision
The values outlined here should guide our behaviour and decision making to help achieve our vision. Staff across the council have helped identify the five top-line values shown below and have contributed to outlining the visible expected behaviour that we should be all working to.
Political Composition
The Bolton borough is divided into 20 wards, each of which has three councillors. Each councillor is elected for up to four years.
The current make-up of the council is:
Labour – 25
Conservatives – 15
Liberal Democrats – 6
Communities First – 5
Farnworth and Kearsley First – 5
Horwich and Blackrod First Independents – 3
Independent – 1

The ten councils (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan) have worked together voluntarily for many years on issues that affect everyone in the region, like transport, regeneration, and attracting investment.
